The US users or users of some Chinese internet devices get surveillance on their internet usage, which means that they will not be able to look up freely as they know that their usage are getting monitored upon. The advantages of the NSA and China is that they get the power to monitor individuals and prevent dangerous events from happening by monitoring what people search over the internet.
Are all stakeholders affected or only some?
Mostly, they are the users that are significantly impacted by the statement of surveillance.
Is the impact a local issue or global?
It is a global issue aside from US and China since any country can decide to implement surveillance features into any internet devices sold in the market, and people might discover a surveillance feature in their country's products as well.
What feasible solutions can be applied to overcome the problem?
The US and China should not keep secret that they are taking surveillance over people in the internet but rather publicize it and make laws relevant to surveillance so that it ensures an extent of privacy of an individual but also allows the government to monitor individuals' internet usage in order to prevent dangerous activities from happening.

The government of countries, but in this case, the companies of China and the government of the US.
What are the alternative ethical decisions?
Citizens can morally not search for such dangerous things or plot such an event so that there will be no need for the government to survey citizens and invade one's privacy.
What are the consequences?
The consequences of the reveal of these surveillances is that citizens now know that their private activity might be monitored, taken advantage with, or misinterpreted to do harm on themselves. Also, many people feel a violation in their rights of privacy.
